Lilly announces a $6.5 billion Houston plant

Eli Lilly announced on September 23, 2025 that it plans to build a $6.5 billion active pharmaceutical ingredient (API) plant at Generation Park in Houston, Texas, and that the site will be one of the facilities making orforglipron, the company's first oral, small molecule GLP-1 medicine [1]. What Lilly announced

The Houston facility will produce ingredients for Lilly's pipeline of small molecule medicines across cardiometabolic health, oncology, immunology and neuroscience [1]. Lilly says it will create 615 permanent, high-wage jobs — engineers, scientists, operations staff and lab technicians — plus about 4,000 construction jobs, for a combined 4,615 [1]. Lilly said it picked Generation Park from more than 300 applications, weighing workforce, incentives, utilities, transportation and business climate [1]. The GLP-1 pill behind the investment

Orforglipron is a once-daily pill that mimics the appetite-regulating GLP-1 hormone; unlike semaglutide (Ozempic, Wegovy, Rybelsus) and tirzepatide (Mounjaro, Zepbound), it is a small molecule rather than a peptide injection [1][6]. Lilly said it expected to submit orforglipron to global regulators for obesity by the end of 2025 [1]. In a late-stage trial, the pill helped patients lose 12.4% of their body weight [6]. A Jefferies analyst estimated peak annual sales of about $25 billion, and Wall Street analysts said the drug could be a candidate for the FDA's new one- to two-month priority review process [6].

The sources quote Ricks slightly differently. Lilly's own release describes orforglipron's potential as "a metabolic health treatment," while CNBC quotes the same passage as "an obesity and type 2 diabetes treatment" [1][5]. Either way, no approval had been granted at the time of the announcement.

Why it matters for patients

Supply has been a real problem in this drug class. Lilly and Novo Nordisk both faced supply constraints on their weekly injections as U.S. demand surged [5]. A pill is easier and cheaper to make at scale than an injectable, and Lilly frames the Houston plant as a way to avoid a repeat of shortages if orforglipron is approved [5]. Ricks said onshoring this production would "shorten lead times for medicine to get to patients" and reduce reliance on foreign suppliers [7].

The timing caveat matters, though: the plant is expected to be operational within five years [1], so it will not affect availability of any medicine in the near term. Lilly said orforglipron would also be made at an existing Indiana site [6]. Whether the pill is approved, when it launches, what it will cost, and how insurance will cover it are not addressed in these announcements.
